I think MOE should keep the education system this way. Just let schools conduct hands-on works during CA also. Foreign pupils comes to Singapore to study because in Singapore, we can get a scholarship by studying hard and get good results in major exams. After having a scholarship, it is easier to get a good pay. Other schools are imitating Singapore because Singapore's education system is not complicated.Other country might only some ideas from Singapore but not all. That means, Singapore's education system is not perfect. They might not agree in certain area.

Singapore Education System
I agree that Singapore is better than other country in international Science and Maths competition. But if we compare Singapore with United States in creativity, we will lose out to them. That also explain why Singaporean can't invent fancy electronic gadget like, handphone.
The strength in Singapore's education system is that Singaporean can do well in exam. Pupils might be nervous about the exam but they are well prepare.
The weakness in Singapore' education system is that MOE did not create many chances for pupils in Singapore to encounter hands-on work in Science where pupil have to set up experiments. Pupils have to do a practical test but with only that, it's not enough.
Pupils are used to doing papers and not spending their setting up experiments. Compared to other country, they spend their time doing more group work than doing papers. So, during competition, Singaporean can do better.
There are some parts that i like about Singapore education system but there are also some parts that i dislike. I like the system because the way that test is conducted is fair. What is written on the paper is final. I dislike Singapore education system because even practical test is conducted, it is only conducted once a year.
